Your telegram of June 16th. Proposal to demand

certificates from British Customs officers at place of

destination as condition of granting export permits not

understood in view of the fact that exportation is not

prohibited to British destinations.

As to landing certificates by Consuls what

difficulty has arisen in practice in connection with ship-

ments of either class of goods to foreign destinations

which makes proposal in your opinion necessary. Do you

propose to require such certificates in respect to export

permits to all foreign destinations? Are bills of lading

examined as part of procedure for grant of export permits?
